Bored with life 15 year old friend?

My best friend is a fifteen year old who doesn't like her life because it is too boring for her. Her parents barely even let her walk 15 blocks away, and only let her out at most three times a week. Also, she doesn't get any allowence or a job like mowing lawns or walking dogs, so she has no way of going to the sanything buying anything remotely close to anything that will help her. She doesn't like the situation she is in and I fear she will run away. I want to help her, but how? Please help me.
