Is this just my monthly PMS acne or Herpes?

A week before I get my period I get a little acne around my lips and on my chin & nose. My boyfriend of 9 years thinks I have Herpes because I get hormonal acne once a month. We first started having sex 8 years ago & it's always been protected - except for anal sex & bj's - and we also got STD tests & we were both good. I never cheated on him nor have I drank after anyone. FYI: my boyfriend is a neat/germ freak. I plan on getting an STD test to settle this b/c I understand him being protective. :-) What are the symptoms of Herpes and are STD tests free b/c I don't have insurance? Does it sounds like Herpes or just PMS acne??? I need confirmation. ;-)
