How to get kids to be ambitious ?

A 13 year old boy who of course hates doing homework,classwork, house work (2 chores - put dirty clothes in laundry room and put the dishes up daily) anything remotely close to being work. No matter if TV,video games,everything etc are taken away he wont do the work to get what he wants. Instead he will unhappily do nothing. He believes everything is too hard. I need your advice on handling this.
