Is there any legal authority?

I have two asshole contruction workers in my backyard..(well 5yards away), and they are carving marbles. They told me they can carve it b/c they pay my neighbor to rent their backyard to make noise. Is there any legal authority, to kick them out of there? Isnt it disturbance of peace? Right now is near noon in EST, in NYC.
